why are mods higher then admins shouldnt it be the other way around?

Admin is the one who controls this site, they can ban or promote any of the members here, also, they're the ones who can only edit the site's theme and add some topic section.
While the moderators controls the topic, like editing the topic, delete the topic and e.t.c
